The Spokane Establishment seeks to increase the capacity of system of jails. This will supposedly help the community deal with and punish and deter criminal behavior. The behavior the Establishment is concerned includes drugs, rape, violence, theft, murder,
homicide, child abuse and so on. The people will benefit from the expanded jail are only those who are invited -- it is not enough to engage in such
conduct, law enforcement must ask that the system be applied to you. Some people, people who are a part of the Establishment itself, do not get invited. They do not get invited even when judges, prosecutors and others are asked to take action. The
death of Jo Ellen Savage in 2007 is a good example of people not being invited to participate.
